Selling consumer products into the European Union from outside it? PGCS helps you meet the EU Responsible Person requirement, from documentation checks to dealing with authorities.
EU product safety law expects every consumer product on the market to have a responsible economic operator established in the EU. When the manufacturer is based elsewhere, someone inside the EU has to hold the compliance paperwork, answer the authorities and help act if a safety problem appears.
The rules behind this include the General Product Safety Regulation (EU) 2023/988, which has applied since 13 December 2024, and the Market Surveillance Regulation (EU) 2019/1020 for products covered by EU harmonised legislation. PGCS helps you work out which obligations apply to your range and set up the representation to meet them.
Marketplaces and customs increasingly check for EU contact details. A missing or incorrect Responsible Person can get listings removed and goods held, and it leaves you exposed if an authority asks questions.
We act as the contact point shown on your product, packaging and listings, so authorities and customers know who to reach.
We check your technical documentation, risk assessments, test reports and declarations for completeness before they are needed.
Compliance documents are kept ready for the retention period the rules require, so you can respond to requests without delay.
We review labels, packaging and online listings for traceability and contact details, and tell you what needs to change.
When a market surveillance authority asks for information, we handle the exchange and keep you informed at each step.
If a safety concern or complaint arises, we help coordinate the response, including corrective action and notifications.
Manufacturers and brand owners outside the EU that sell consumer products to EU customers; online sellers using marketplaces such as Amazon or their own web shops; and exporters who do not have an EU importer or office. Some product types, such as toys, electrical goods, cosmetics and medical devices, have additional sector-specific rules, and we will tell you early which ones apply.

PGCS already supports manufacturers and sellers with certification, regulatory registrations and marketplace compliance. One team can look after your EU representation alongside your other standards and market approvals.
Manufacturers outside the EU that sell consumer products to buyers in the EU generally need a legally established economic operator inside the EU who answers to the authorities for those products. This applies to online sales too, including sales through marketplaces and your own web store. Which rules apply to you depends on the product type, so we start with a short scoping review.
No. The two are separate. CE marking, where it applies, shows that a product meets the relevant EU requirements. The Responsible Person is the named EU contact who keeps your compliance documents available and deals with authorities. Many products need both.
In general, products must carry traceability details such as a type, batch or serial number, together with the name and postal address of the manufacturer and of the EU contact, plus an electronic contact. We review your labels and listings against these expectations and tell you what to change.
Typically product descriptions, risk assessments, test reports, declarations of conformity where applicable, user instructions and safety information, and your current labelling. If something is missing we will list exactly what to prepare and, where needed, help you plan the testing.
No. The UK and Switzerland have their own separate rules, and PGCS offers separate services for them. If you sell in several of these markets, we can scope them together so you have one point of contact.
It depends on the size of your product range and how ready your documentation is. After the scoping review we give you a realistic timeline in writing before you commit.
